Xi Jinping used the BRICS summit to propose a China-led community for open-source artificial intelligence, aiming to support cooperation in developing and applying large language models. The proposal was made in New Delhi on Sunday, a day after Xi invited BRICS members to join the World AI Cooperation Organization, a body founded by Beijing in July. The organization currently has 29 member countries, including Russia, Pakistan, Kazakhstan, Indonesia, and Brazil, but no European Union member states.
However, the pitch did not gain immediate traction, as the joint declaration issued on Saturday made no mention of it. Instead, the declaration called for international cooperation on access to AI resources while ensuring safety, security, inclusiveness, and reliability.
In contrast, Europe has established its own rules for AI development, with the AI Act exempting providers of genuinely free and open-source general-purpose models from certain regulations. These exemptions include keeping technical documentation for regulators, supplying it downstream, and appointing an EU representative. However, the exemptions do not apply to models that pose a systemic risk, which must comply with stricter regulations.
The AI Act also acquired teeth on August 2, when the European Commission gained the power to demand evaluations, restrict market access, and fine companies up to 3% of their global turnover. This move has raised questions about the balance between development and security in the AI sector, with China's own approach still evolving.
State Security Minister Chen Yixin has accused unnamed countries of using blacklists and closed ecosystems to sever global AI industrial chains and supply chains. Meanwhile, Beijing is still deciding whether to curb overseas access to certain AI models, including Qwen, Doubao, and GLM.
