OpenAI chief executive Sam Altman has set out how he thinks the AI industry should slow down. He also said OpenAI will not wait for Congress to act. In a post on X early on Monday, he welcomed “a federal framework that sets consistent safety requirements for frontier AI”.
Altman wrote that older tools such as Responsible Scaling Policies and Preparedness Frameworks focused mainly on releasing finished models. They did not cover what happens while a model is being developed. OpenAI now writes “explicit safety cases” before training runs it expects to “significantly increase capability”, he said.
Two risks Altman wants to avoid are humanity losing “control of the future to AI” and “too much concentration of power”. One person or company could use an extraordinarily powerful AI to impose its worldview on everyone else. In that case, “the results could be extremely dystopian”, he wrote.
A shift in OpenAI’s policy line has been noted, as the company previously warned against a “patchwork of state rules” that could slow innovation. Now, OpenAI works with state lawmakers to shape their bills and has called for mandatory national AI safety rules in the US.
Not everyone takes the industry’s calls at face value. David Sacks, the former White House AI and crypto czar, said he supports companies that choose to slow down, but told them to “stop pretending the motivation to slow down is purely altruistic”.
Meanwhile, Congress has three AI bills and no timetable for a vote on any of them. John Kennedy, a Republican from Louisiana, plans to introduce a measure requiring developers to build a shutdown mechanism into their systems. Bernie Sanders is hosting a briefing with AI researchers and has a bill that would ban artificial superintelligence outright.
Pressure from outside Congress has kept rising, with Obama telling candidates they need an AI policy of their own and researchers warning publicly about the risks of AI development.
